Who's actually doing the work? At an agency, it's often not the person you talked to on the sales call. With me, it's me. I don't outsource tracking work or hand it to a junior.
Will you get documentation, or a black box? Ask what happens if you want to switch to someone else later. If the answer is "you'd have to start over," that's worth knowing upfront.
Do they test before calling it done? Anyone can flip on a tag. Whether it fires correctly, doesn't double-count, and survives your next site update is the actual job.
Do they explain what they changed, or just say "it's fixed"? You should be able to understand your own tracking setup when it's done, not just trust that it works.

They're tracked and counted separately, which is exactly why the two numbers often don't match. Google Ads counts conversions based on its own tag and import settings; GA4 counts events based on how they're configured in your property. Fixing conversion tracking usually means making sure both are measuring the same real-world action, not just that both have a number next to them.
